Inclusive: applicants can start and submit all day on this date. From the next day the portal refuses new applications and new submissions, and says so.

Shortlist

Every application ranked on the composite score, recomputed from the stored answers. Floors are satisfied first; the remaining seats fill on merit.

“Prefer confirmed” fills every seat from applicants with confirmed travel first and uses unconfirmed ones only if seats remain. It costs nothing when confirmed applicants are plentiful and degrades gracefully when they are not.
